Summary/Abstract: Network, network organizations in this cluster is the reality of the twenty-first century. The process of formation and development of clusters in Poland is a relatively new phenomenon. Youth Polish clusters determine their development, particularly in respect of cooperation and cross-organizational dimension of human resources development. Before the majority of them faces challenges the increase in the number of entities (large clusters provide better conditions for development), so that cluster will be enriched with new powers, the desired point of view of development in different dimensions. Secondly, the challenges of raising the degree of innovation and the same degree of competitiveness of domestic and international. Therefore, any action aimed at the creation and verification of models, tools to raise the level of professionalism cluster management - should be regarded as reasonable. Therefore, the aim of this article is to identify the key areas of process analysis cluster management that this level of management will improve. The study identifies three key research areas: the area associated with the role of coordinator of the cluster in the formation of a strategic network cooperation in various dimensions of cluster development; the area of exploration and development of competencies of the cluster and the cluster members in the various dimensions of development; measuring area benefits from the operation of the cluster. The study proposes a competence management model takes into account the specialization of the cluster and its level of development in a given dimension, as well as the measurement model benefits in the cluster.
