Summary/Abstract: The article presents the method of multi-level hierarchical analysis for the management of transport systems. The article presents the method of estimating system parameters for the task of prediction. In order to select the appropriate parameters for the model, it is necessary to correlate the independent features with a high correlation of those features with the substitute one. The proposed model is a compromise between the estimation of the model in each group of routes separately and for all observation units with outtaking into account the grouping of routes.
