Summary/Abstract: This article proposes a theoretical-methodological approach that links tourism policy with institutional innovation in Mazatlan, belonging to the Mexican state of Sinaloa. The specialized literature assumes that the policy encourages the rejuvenation of consolidated sites like this one; In this effort, the State becomes a facilitator that allows actors to take decisions aimed at strengthening competitive advantages based on innovation. This document takes up in theoretical terms the role of tourism policy asan instrument that stimulates innovation, which is linked to the Public Policy Network Approach that supports the methodology that supported the analysis of tourism policyand its influence on innovation in Mazatlan, which as of 2012 was repositioned as a sun and beach destination.
