Summary/Abstract: ABSTRACT Proposals for the UN Security Council (SC) reform have been primarily focused on its structure and aimed at improving its contribution to the international legal order. It has been rarely considered that modification of the other principal organs of the United Nations (UN) could also have contributed to the reform of the SC. However, even when the other principal organs are in question, it is likely to confront with similarbarriers that emerge in reforming of the Security Council. This paper examines the possible contribution that the International Court of Justice (ICJ) can make in this process and seeks to explore the alternative ways to develop more accountable, democratic and effective SC. In that regard, it first sheds light on the links between the ICJ and SC. Second, it proposes some possible changes that could pave the way for an ideal SC. Finally, it scrutinizes the feasibility of these possible changes. ÖZET BM Güvenlik Konseyi’nin reformuna ilişkin çalışmaların birçoğu, Güvenlik Konseyi’nin mevcut yapısını değiştirme üzerine yoğunlaşmıştır. Böylelikle uluslarası hukuk düzenine katkı sağlanılması amaçlanmıştır. Fakat, BM’nin diğer ana organlarının reforma tabi tutulması yoluyla da Güvenlik Konseyi’nin daha etkin bir şekilde işlemesine katkıda bulunulabileceği hususu genel olarak göz ardı edilmiştir. Bununla birlikte, Birleşmiş Milletler’in diğer ana organlarının reformu söz konusu olduğunda da, büyük olasılıkla Güvenlik Konseyindeki reform çalışmalarında ortaya çıkan engellere benzer problemlerin çıkabileceği görülmektedir. Bu çalışmada, Uluslararası Adalet Divanı’nın sürece yönelik muhtemel katkısı değerlendirilmekle birlikte daha demokratik, daha etkili ve hesap verebilir bir Güvenlik Konseyi geliştirilmesi için muhtemel alternatif yolları incelenmiştir. Bu bağlamda, ilk olarak Uluslararası Adalet Divanı ile Güvenlik Konseyi arasındaki ilişkiye ışık tutulmuş ve ideal bir Güvenlik Konseyi için hayata geçirilebilecek muhtemel değişiklikler önerilmiştir. Son olarak, bu değişikliklerin uygulanabilirliği mercek altına alınmıştır.
