Summary/Abstract: The research on staff policy of the Soviet totalitarian model is of a great importance as it is an opportunity to study the means of its implementation used by the ruling party, as well as the ability of trade unions to adapt to the changed conditions and retain the basic directions of their activity. The article presents the issues relating to the staff policy in Ukraine in the times of the Thaw (after the death of Stalin, when Khrushchev came into power). As the result of the actions of Khrushchev and his supporters, the participation of the society in the activity of trade unions increased, and the leaders of the ruling party gained more control over the activity of the unions. A similar model was used by the state authorities in order to increase their control over the regional structures of the party.
