Summary/Abstract: The author discusses the problem of fighting terrorism in the Russian Federation. He analysed two legal acts which regulate fighting terrorism in Russia. The first act was About fight against terrorism from the year 1998. The act valid from 2006 has a title About preventing terrorism. With the decree Means to prevent terrorism from February 2006, Vladimir Putin brought into being “The National Anti-terrorist Committee”, which together with anti-terrorist commissions created in organisational units of Russian Federation is responsible for shaping the national anti-terrorist policy. The Committee coordinates the actions of federal authorities aimed to fight terrorism. It works out tactics and means for fighting terrorism and eliminating causes and conditions which make terrorism possible. In the article are presented the actual achievements as well as the imperfections of the National Committee. Information about the solutions used in organizing NAC and an analysis of its present activities will enable to get means and information helpful in creating in Poland an effective system of fighting terrorism.
