Summary/Abstract: The study addresses the constitutional role of the Government in the process of elaborating, approving, adopting normative acts, within the regime of separation and balance of powers in the state, enshrined in Article 1 paragraph (4) of the Romanian Constitution. The government belongs to the executive authority, but the exercise of the analyzed role is also essential for the exercise of the legislative function of the Parliament, the only legislative authority of the country. Within this framework, respect for the competence of the Government, including the other public authorities, is a fundamental objective for the rule of law.
