Summary/Abstract: European Union funds establish opportunities for local governmental units to not only accomplish projects improving infrastructures, but also to fund projects dealing with local community development. The objective of this paper is an analysis of capitalization levels by local governmental units of funds in the Regional Operational Program for the Silesian Voivodship for the years 2007-2013, made available through the European Regional Development Fund.
