Summary/Abstract: Defending and promoting inviolable human rights is an essential duty of any state power, which by legal rules and by other appropriate means, should take the effective defense of religious freedom of all citizens and should create favorable conditions for every religious cult to which they belong. On the other hand, in spreading religious faith and in introducing practices and religious cults, they should always refrain from any action which would mean a coercion or dishonest or unfair attraction, especially when it comes to people lacking culture or resources.
