Summary/Abstract: Each of the researched municipalities recognized the role of small seaports in the animation of the local economy. The significance of the seaports was reflected in various strategic documents. The degree of municipal involvement in the development of port structures was varied. Those municipalities which opted for communalization of the ports, declared their multifunctional development, while demonstrating the highest investment activity. The EU resources were the main sources of funding. Not all the ports were managed by municipalities. The main factors discouraging the municipalities from communalization of the ports were the high costs of modernizing the port infrastructure, as well as the low profitability of port structures management. In order to increase the involvement of municipalities in the management of small seaports, the decapitalized port infrastructure should be modernized before the ports are communalized. This could be done by Maritime Offices, with the use of EU funds. A possibility of additional financing of communal ports from the state budget should also be considered. It would encourage the municipalities to communalize local ports, which in turn would have a positive impact on the socioeconomic development of the entire area of municipalities.
