Summary/Abstract: The article is devoted to the theoretical and methodological analysis of the formation of innovative climate in higher education. Internal and external factors influencing this process are analyzed. The article considers the hierarchy of the components of IHE (“education” - “science” - “production of innovations”) as its innovative potential.
