Summary/Abstract: Federal planning system is responsible for ensuring order and security of planning, as well as easing the conflicts occurring at various levels of planning. The article analyzes the principles and objectives of the spatial order of European, federal, national and regional level in Germany. It is very important that these findings have an impact on the findings of local spatial plans. The principle of verticality has also an influence on the occurrence of various policy instruments at different spatial levels. German regional planning aim is to prioritize policy objectives, which are set out in spatial plans and programmes in the countries. It also allows municipalities to submit their own interests in respect to allocate land for specific purposes and include them in regional plans, and thus it also allows to avoid possible conflicts at local and area planning. The regional plans are set out principles and objectives of the spatial order in the region and to determine which are binding for all planning activities at local level.
