An assessment of local housing policy activity in selected urban municipalities

Summary/Abstract: The paper presents an analysis and assessment of local housing policy activities in selected urban municipalities. First there were characterized targets and housing policy instruments available to use by municipal governments. There was also proposed a set of indicators to assess the activity of this policy with taking into consideration a specific of housing needs of local communities with different material status. The empirical part contains the results of a comparative analysis of the indicators established in the following cities: Olsztyn, Ilawa and Barczewo. The obtained results evidence the passive attitude of the authorities in surveyed municipalities. This attitude concerns creating conditions to satisfy housing needs of the population that has low incomes and also concerns stimulating other sectors of the local housing market.
