In imperial – monarchical rule such as tyranny with a rigidly centralized ramified structure of governance and the absolute power of the emperor is established. The focus of ancient Romanian management science was focused on the organization of a private slave economy – villas. These issues are dealt with in the writings of Caton, Warrone, and Columella. Caton formulated almost all the primary functions of the head, the need for market orientation of the estate and increased its profitability. Warron identified the factors of income generation: soil properties, agro-culture, location, business conditions. He paid attention to the quality of managerial work, positions, education. Columella proposed a system of measures for the rational organization of the estate: the management of the villa strict and experienced owner; use of intensive technologies and scientific knowledge; active organization of the work of slaves, its division and specialization; correct selection of the manager; the use of material and moral incentives to work.
