Summary/Abstract: This paper is the author’s first attempt to address the issue of public utilities as a separate category of public services. Key concepts as identified by different authors have been studied – be it public services or public utilities; and an analysis of both legal framework and existing doctrine is included. As meant by the article’s author, public utilities are activities of general interest, conducted under public administration’s supervision in order to satisfy utmost important citizen needs. The specific position of these services in the general public services system is also identified at the end of the paper.
