Summary/Abstract: Known of its governors as well as its khalifas, the Umayyads were, for its government lasting a century, indebted to its governors who left their marks on their periods and had a great ruling power under their territories. Among these governors who supported the Umayyad central government with their effectiveness in their territories, the general governors of Iraq were crucial. ‘Umar b. Hubayra, one of them, participated in many military campaigns such as the attempt to conquer Istanbul as commander and came into prominence with his rigorous policy towards the value of money and pathbreaking attempts in the measurement of lands and taxation system during his governorship. So, this paper aims to draw a portrait of Ibn Hubayra as a general governor of Iraq gathering the data scattered in the sources regarding him and deals with the versatile contributions, such as the political, military and financial ones, of Ibn Hubayra who was the governor of first al-Jazira, then Iraq to the Umayyad State.
