Summary/Abstract: This study focuses on an important period in Iraq’s political history between 2003 and 2018, when ISIS declared caliphate, and examines the importance of local conditions for the organization’s emergence, strength and expansion. In this context, the following issues are discussed: the suspension of Baathists from state institutions and organizations after the US invasion of Iraq in 2003; increasing sectarian violence since 2006, suspension of Sunnis from political process, and the role of the Baathist officers in the organization’s administrative positions.
