Summary/Abstract: During the last quarter of the 19th century the Balkans occupied an important place in the eastern policy of the biunial empire. Following the 1878 Berlin Congress, the governing authorities of the Monarchy directed their efforts at the annexing of certain areas of a strategic importance with the purpose of ensuring an outlet at the Aegean.
