Summary/Abstract: Soft power plays an active role in states’ ability to direct the preferences of people, especially in the imformation age that emerged in the post- Cold War era. In this period, states cannot fully exploit their hard power potential without using their soft power simultaneously. Soft power, by its nature requires long-term, strategic planning, and it is essential that the actors and means of this planning are well defined. The communication formula introduced by Harold Lasswell in 1948 is still useful while determining the soft power strategies of states. In this study, it is claimed that Laswell formula can help analysts to understand the role of state, communication channels and messages in public diplomacy.
