Summary/Abstract: After the publication of the Imperial Edict of Gülhane in 1839, education was seen as a way to strengthen the state again.Although there was not any article about education and training in the Imperial Edict of Gülhane, the influence of intellectuals also paved the way for developments in this direction. The opening of the high school level after this edict and the madrasah teachers' inability to adapt to the understanding of education here led to the problem of teacher training. In the light of these developments, teacher training schools were opened, first Darulmuallimin and then Darulmuallimat. The Statute on General Education dated 1869 dealt with many issues related to these schools that trained teachers. In this study, the Ottoman text of the Statute on General Education will be studied and the articles about Darulmuallimin and Darulmuallimat schools and their contributions to education will be examined.
