Summary/Abstract: Any research into social development assumes preliminary defining and dmarcation, both in the theoretical sen se and with regard to areas and units adequate to social problems- Thus in analyses an administrative unit most often appears as a teritorial one. However, its shortcoming is that it is not alwasy identical with a real social unit. Hence a regional (zonal) perspective is indispensable both in research and planning.
