Summary/Abstract: Prevention of crises and conflicts in the World is one of the most important and the most controversial political and legal issues that, for a long time, preoccupy international community. It is a backbone of preventive diplomacy, which is another name for diplomacy of peace. Preventive diplomatic activities are undertaken by numerous entities with unequal strength and influence, with different motives and, often with irreconcilable interests. In principle, everyone refer to great goals – permanent peace and cooperation. International security depends on the result of their confrontation. U.N. Secretary-General Boutros Boutros-Ghali introduced this term into An Agenda for Peace 1992 and set it up in the same rank with concepts as peace-keeping, peace-making and peace-building; and therefore gain high political priority. The matters reviewed in this paper are: term, history and normative framework of the preventive diplomacy, protected values, objectives and subjects of the preventive diplomacy and its implementation in the area of former Yugoslavia. Transformation of conflicts, development of the culture of political dialogue, division of authority, proportional representation and co-existence are only some of potential effects of preventive diplomacy.
