Summary/Abstract: Necessary precondition in establishing pluralistic political system — as ’natural environment’ for competition between the rulling party and the opposition was legalization of political pluralism in Serbia. In fact, the starting poiut in those competition was extremly favourable for the rulling party: it designed the rules of the game in controlled one-party parlament and runned the octroided Constitution.
