Summary/Abstract: Author tries to show in this paper that the presence of the social components of nationalism (creation of state bureaucracy and rationalization of functions and resource, the elevation of peasantry into political participants and the economic ana political elevation of the periphery), cultural homogeneity, creation of the imaginary community and the belief in the intrinsic superiority of the Byzantines as a whole over the other peoples), do not necessitate nationalism as long as the state has not defined itself as such. Such a conviction does not occur in a vacuum but only when there is a rivalry among at least two states who posses the social components of nationalism and become nationalistic in tandem.
