Summary/Abstract: Social capital matters, is the general message of this paper, and all those who ignore that, are going to fail either with their intellectual achievements or with their reform attempts. Part 1 explains why social capital was not an issue during communism, and why it arises during transition. Part 2 briefly addresses the concept of social capital; part 3 is about Pejovic’s “interaction thesis”. The enforcement of rules is discussed under 4, and the social capital on Balkans under 5.
