Summary/Abstract: Security, which is one of the significant concepts of international relations, affects both a confrontational and collaborative process in foreign policy behaviors of international actors. The purpose of this study is to show how the United States (US) manages its military, economic and political power to promote the US Foreign Policy and Security Strategy, which dates back to the founding time of the US, modifies throughout its political culture, for providing worldwide hegemony by means of the theories of international relations. The significance of this subject, based on the fact that Great Powers will not give their own initiative to the rivals about their own security decisions, is due to the idea of understanding of the theories of international relations which outline the theoretical framework of US Foreign Policy and Security Strategy that provides geopolitical foresight to the international actors. The theoretical framework of this study based on the theories of international relations managed by the US to provide moral, legal and political legitimacy in accordance with its own military, economic and political power which has been modified since its foundation. This current study; attempts to conceive a relation of reason and consequence, between the theory and practice, by using qualitative research methods, based on conceptual theoretical and historical framework. Findings of this study; values established by the US such as freedom, democracy, free market based on its existence as a struggle between good and bad in a moral framework, that uses the theories of international relations as a tool to construct the theoretical infrastructure of this struggle.
