Summary/Abstract: After World War II our legal doctrine has been dominated by a point of view that Law is a collection of rules protected by the sanction of the state, and the state has been considered as the organization with a monopoly on force. In his doctoral study, professor Vračar relatively early pointed out to the necessity of a different prospective of the state and law. In his research method, three important characteristics can be noted: revision, thoroughness and comprehension. Professor Vračar put in a lot of thought to overcome the limitations of the normative prospective of state and law and it is not a coincidence that he is strongly in favor of state and legal integralism. His work establishes the foundations of a system in which law will be viewed from a comprehensive prospective and in which the phenomena of the normative will be only one layer in the complex legal structure.
