Summary/Abstract: A significant breakthrough in the development of the town of Tartu at the last quarter of the 19th century was initiated by the building of railway, the migration of people into the town and rapid industrial development. Anatolij Podčekaev was born in a family of an excise officer in the southern part of the Pskov Province, Russia, in January 26, 1879. Russia, he settled in that part of the Pskov Province that became a part of the Estonian Republic. He moved over to Tartu in 1921. After the war, the number of architects in Tartu was low, and the search for the new town architect involved outside Tartu. It is possible that Podčekaev was not the first choice of the town authorities, but he was probably selected due to his highest pre-war position compared with other candidates – that of the diocese architect.
