Summary/Abstract: There are quite a lot of academic studies on the legal system of the Ottoman state. In this academic studies done, it is emphasized in general, 1839 Gülhane Hattı Hümayun should be considered not only in the context of individual rights but also as a period in which all the institutions and institutions of the state have begun reform movements. During the period between 1839 and 1876, which was accepted as the Tanzimat period, the Ottoman state had begun many reform movements in the field of law. These reform movements included both institutional building and court and punishment methods. This study aims to examine the reforms in the light of “Nefy-u Itlak Defterleri” and within the context of the “nefy” punishment made by the state from the Balkans region which is one of the problematic regions of the Ottoman State after Tanzimat's declaration. At the same time in connection with exile punishment, it aims to reveal the crimes and crime types given the most exile penalties in the Balkans in this period.
