Summary/Abstract: Russian State created an organization which beared the traces of Ivan Grozny identity against all the internal and external threats in depending on transition process in the 17th century. The tsar intended to be the sole owner of the power, because of many reasons such as external threats, continuous conflicts with Boyars who were decision mechanism along with the tsar in political process of the country. This organization, which gave the tsar all authority, has land, tax, military and administrative system of its own. Because of all these reasons this organization became the special construction above the state. This organization which depend directly to the tsar was empowered special authorities. These authorities gave rise to the tsar’s violence reaching the social terror activities. On the other hand these authorities made the autocratic approaches became a tradition. Absolute Monarchy was established by breaking the influence of Boyars. In these conditions new political and social developments took place in Russian land.
