Summary/Abstract: Confederations are a form of political organization located on the border of statehood. They are an intermediate phenomenon, located between states with a federal form of government and international organizations. The theory lacks overlapping consensus as to whether confederations are a variation of the state or international organizations. The main reason for this is the lack of established criteria. to qualify, respectively, to de-qualify political systems as confederations.
