Summary/Abstract: In the second half of the past and the beginning of the 21st century, ILLEGAL DRUG TRAFFICKING IS ONE OF THE MOST DANGEROUS INTERNATIONAL CRIMES 249. It damages or threatens the health and well-being of certain categories and population groups in different countries. In recent decades, the strong trends and widespread scale of the illicit manufacture, distribution and trafficking of narcotic drugs and psychotropic substances has created a disruption and has had a devastating impact on economic, socio-political and cultural relations in every society and in international communication between states and peoples.
