Summary/Abstract: The paper discusses the socio-political and economic efforts of the Peasant Alliance to secure social protection for peasant population. The author’s main concern is to present different proposals for a draft social welfare law within the framework of the clerical peasant movement during the period 1929—1941. The analysis of the causes of the decline of agrarian population shows why social welfare contributions could not be paid. It is concluded that by 1941 the question of social welfare still remained unresolved.
