Summary/Abstract: The author summarizes and comments on a document found in the archive for the study of documents of most recent history in Moscow. In this document, the Secretariat of the Executive Committee of the Communist International replies to the questions, asked by the Secretary-general of the Communist Party of Yugoslavia, Josip Broz-Tito. His questions concerned the intended convening of a Party congress or conference, trade union organization of labouring class and the formation of armed units for protection of demonstrations against police. The Comintern leadership advised him against all of this. The Secretariat of the ECCI opposed Tito's revolutionary zeal also on the question of overthrowing the government and establishing a people's government, and advised him to form a wide people's front with various circles which were willing to cooperate with communists.
