Summary/Abstract: Despite remarkable progress over the past fifteen years, informality continues to be a major problem in the Turkish labor market. Informal employment that as an obstacle to Turkey's economic growth and development standing in front of the National Employment Strategy for 2014-2023 planes to reduce this by 15%. Realization of this goal depends on the correct identification of measures and structural solutions to promote formal employment. Indeed, the aim of this study is to provide a perspective to the policy and research on the development and promotion of formal employment in Turkey. Within the scope of this objective, a field study has been conducted in order to determine the reasons for employers to move out of the record and the expectation for a transition to informal employment. The basic findings obtained from a field study of 440 workplaces in the Çorum province and district centers is that the main attraction of informal employment is financial in terms of employers. According to the results of the survey, tax and financial policies are the most important tools to be used to stimulate formal employment.
