SURVEY: Some Military Developments in the USSR

Summary/Abstract: The spectacular decrease of the defense budget is no proof of decrease in armament spending, as the costs born by ministries other than the ministry of defense cannot be checked. "The Military Balance" (London I973) assumes the real budget to be double the sum indicated by Moscow. In spite of some shifts toward the East, the main concentration of the armed forces remains in the West. Marshall Gretchko's appointment to the politburo indicates stronger political influence of the military. In the technological field, successes in space as well as in the submarine and carrier programs are to be noticed.
