Summary/Abstract: Public sector deficits is a significant problem for the governments of the world today. The gap between government income and government expenditure is government deficit which can be financed by domestic borrowing, external borrowing, monetization and taxation, but domestic debts have harmful effect on the economy. There are a very negative effects such as injustice in the distribution of income and resources, reduction in investments and economic growth. These kids of debts have been applied from 1930s till today in Turkey. Domestic borrowing was realized to pay back interest of debts that had been received. In this study, the structure of domestic debt in Turkey is examined. It has been emphasized the concept of domestic borrowing, limit, sources, tools, methods, domestic borrowing process and economic effects of domestic borrowing.
