Summary/Abstract: The article summarizes the author‘s theoretical materials on the problems of public administration modernization inpost-communist states. The objectivity of the process of society and power transformation as a complex of changes is stated. In its turn public administration modernization as an indispensable component of such transformation significantly affects it. The author describes public administration as a symbiosis of state executive power bodies, local self-government and non-governmental organizations. To study such a complex system it is necessary to depart from a purely deterministic approach and take into account the principles of probability, spontaneity, instability, the dynamics of the process, the dialectic of the new and old, the influence of globalization etc. The key factors of public administration modernization are singled out.
