Summary/Abstract: The essential and continuous tasks of state are carried out by civil servants. Contracted staff could be employed to do temporary work at compelling and exceptional circumstances. However, it is seen that this practice deviates from the purposes. With law numbered 6111, some changes have been made in law and decree-law that civil servant and contracted staffs are tied to and then contracted staff has been positioned as civil servant with decree-law numbered 632. But problems still continue.
