Summary/Abstract: The article deals with a subject concerning the shortage of major political personalities in Europe, a subject that is so far not very transparent; this concerns personalities, who would have the courage of imposing new ideas, especially in foreign policy. But it will not be easy to come to terms with this weakness of the European Union since the European institutional arrangements do not provide for this.
