Summary/Abstract: Migration is a social problem due to the social, political and economic reasons it has caused in the history of humanity that needs to be investigated multi-dimensionally. Qualified labor migration from developing countries to developed countries can be characterized as a costly grant for developing countries. Due to various reasons from some countries of the world, qualified labor force migration abroad is gaining more importance especially after the economic crises experienced recently. Because, after the economic crises, the unemployment rate of educated youth has increased significantly. This study is based on the results of "QOG Codebook" data for 2010-2018. With the data given, the migration of people who were found in other classes as well as working professionals were discussed. In this study, the phenomenon of migration was handled with different methods and its negative and positive aspects were determined. The causes of the migration were examined, the types of migration and the effects of migration were analyzed without ignoring the differences between 15 countries. Migration management and immigration rights in the world and immigration rights, policies and criteria have been examined, resulting in migration management and immigrant rights. Also, the study of the situation with brain migration and the analysis of the causes are carried out on "the political situation and the compatibility between human rights and brain drain". In non-democracy countries, brain drain is increasing. Acting on this approach, in the literature, the importance of economic situation, welfare level, unemployment, feeling happiness and public services reasons are emphasized in the migration of highly qualified labor force abroad. Public services abroad are seen as one of the most important causes of brain drain. Because, in the 2000s, the political factor found a reality in a systematic and regular line among the reasons of migration.
