AZERBAIJAN'S STRATEGIC CULTURE AND ITS IMPACT ON FOREIGN POLICY

Summary/Abstract: Settling geopolitically important region and having borders with regional powers like Turkey, Russia, İran make Azerbaijan a remarkable actor. However, it is noteworthy that the strategic culture of Azerbaijan has not been examined so far and the studies related to strategic culture in Turkish literature are limited to a few works. The aim of this paper is to analyze the strategic culture of Azerbaijan and to determine its effect on the relations with Iran. Since there are many different approaches to the methodology of strategic culture as a method, the evaluation has been made based on a narrower definition. In Jeannie L. Johnson's report “Strategic Culture: Refining the Theoretical Construct” ’the theoretical framework recommended for strategic cultural studies is used. In the light of this theoretical framework, recent historical period of Azerbaijan was analyzed and a strategic cultural map was tried to be obtained by observing the foreign policy behaviors. Then, we tried to investigate the effects of strategic culture on relations with Iran. The main finding in the study is that a strategic culture of Azerbaijan is formed. It has been observed that this strategic culture has a serious and significant effect, especially in Iran and Russia policies. In this research, the role of strategic culture in relations and the perception of the Azerbaijani society and political decision makers were investigated.
