Employment Relationship of Civil Servants - Public or Private Law Relationship?

Summary/Abstract: This paper analyzes the legal nature of service of members of armed forces and civil servants under the Civil Service Act. Introductory chapter contains definition of the term “service” and a brief description of relevant legislation. Second and most comprehensive chapter includes a critical analysis of arguments for public legal nature of the service and expression of the author’s opinion on the question whether the service is by its nature a relationship private or public.
