Summary/Abstract: The article deals with the peculiarities of holding states responsible for their involvement in terrorism in the sphere of civil aviation. The key obligations imposed upon states in matters related to aviation terrorism, the salient features of attribution of an act of aviation terrorism to a state and ways of implementation of state responsibility have been determined and analyzed.
