Summary/Abstract: Public communication of government institutions in BiH is based on traditional, one-way pyramidal and hierarchical model of communicating with the public. It is conducted through statements, press releases and less often through press conferences. The smallest amount of this communication is conducted through new ways of communication – interactive communication, web pages, and email or through permanently open communication channels for questions, suggestions and proposals from citizens. Many citizens are confronted with low quality journalism or with staged political games. They do not know what information to believe, or how to differentiate between useful knowledge and propaganda. Unlike the so-called traditional media that are part of centers of power and in their service, or simply through mouth pieces (except the small but vibrant group of traditionally liberal and citizen oriented media outlets), the characteristic of new media is that they tolerate adverse behavior as well, while their plural character defines them as media of the highest level of democracy. Nevertheless, the new media on-line communication in BiH is only part of a newly created media landscape, not a separate entity. Its potential does not mean “liberation” by default. On the contrary, new media is largely already incorporated into the media, communication, and social system as a whole.
