Summary/Abstract: In the beginning of his work the author emphasizes that the phenomenon of the state very early became the subject of scientific interest of man and that it has been such until today. Historical position and role of the state has usually been considered in two opposite ways: positive or negative one. The writers of the ruling classes have as a rule positive attitude and the writers of the suppressed have negative attitude concerning the state. The polyvalent and contradictory nature of the state contributes to such contrary judgments about the state. It is, namely, on the one hand, the institution which plunders man, and on the other hand it is necessary in the class society.
