Summary/Abstract: The author starts stating that earlier attempts of creating either general or partial unity of Europe did not succeed because they appeared as more or less attempts of hegemony of one European state over other states. Post-war attempt of political-military integration of one part of Western Europe also did not succeed, partially because it related to military-political field of social life of those countries, putting into the background other spheres, and especially the economic sphere of their life.
