Summary/Abstract: The principle of separation of powers is one of the basic principles underlying the rule of law. In a parliamentary system, however, separation of powers does not mean complete separation of legislative and executive power, but the existence of balance between different holders of power. In this sense, today most authors agree that politically responsible government is not the only feature of parliamentarism, and the parliamentary system is defined as a system of balance of power, which is reflected in the government’s political accountability to parliament, on one hand, and the right of the executive to dissolve the parliament, on the other hand. Although the appointment of the dissolution of parliament was introduced as a counterweight to the political accountability of the government to the parliament, parliamentary systems analysis shows that the sole guarantee of the executive’s appointment to dissolve parliament is not sufficient to guarantee the establishment of equilibrium between the legislature and the executive. Although it seems that the power to dissolve the Parliament places the executive power in a dominant position in relation to the Parliament, since the dissolution is frequently exercised even when it is not the issue of trust in the government, however, the dissolution of parliament ultimately leads to the citizens’ participation, which is the basis of representative democracy. Dissolution of parliament is not only a means by which the government punishes the parliament, but also the means through which the electorate deals with the elected representatives.
