Summary/Abstract: The feeling of prosperity does not rise in Poland despite a constant economic growth. The research of CBOS (Centre of Public Opinion Research) shows that the most important value for Polish is health (97%) and that 75% of people are dissatisfied with the activity of health service. Owing to the data presented above we can observe the lack of the public prosperity optimization in Poland. Public utility services have a personal character, so they directly affect a feeling of well-beeing. Undoubtedly, the quality of the services posi-tively or negatively affects the prosperity of the whole population. The paper presents a pos-sibility of evaluation of public utility institution in five dimensions: 1) in a professional di-mension, i.e. efficiency’ 2) in an economical dimension, i.e. productivity, 3) in a process-wise dimension, i.e. TQM, 4) in a personal dimension, i.e. consumer satisfaction, 5) in a so-cial dimension, i.e. public prosperity improvement.
