Summary/Abstract: This article concentrates on comparing the testimony of legislative experts with theoretical approaches to the statutory drafting. The aim is to map out their concepts of activity they are doing. The aim of the article is to present basic possible approaches to studying law-related processes, in particular the phase that takes place at government level, i.e. within the bureaucratic apparatus that the government, as a typical proposer of legislative proposals, has. Therefore, the article combines empirical procedures (qualitative research to create a methodology for further empirical research) with a doctrinal approach to analyzing available literary knowledge.
